Stuart Sutley, Practice Leader, Bolton Innovation Group

Stuart is the Practice Leader of Bolton Innovation Group and has more than 30 years of experience in population health. He has deep expertise in aligning employer and multi-employer populations with onsite, near-site, and virtual advanced primary care and mental health resources. Stuart has implemented more than 40 employer health centers, with services ranging from occupational health to advanced primary care and brings a strong background in innovation strategy and employer-sponsored healthcare solutions.

Prior to joining Bolton, Stuart was a business development consultant for Johns Hopkins HealthCare Solutions, where he focused on Johns Hopkins’ onsite health clinics, mental health and chronic condition management programs, and the Johns Hopkins ACG population health analytics software. His experience also includes work with the Cleveland Clinic’s longevity specialist Dr. Mike Roizen and advisory support for a venture capital firm evaluating healthcare start-ups.

Stuart received his MBA from Capital University in Columbus, Ohio and has a B.A. from the University of Virginia. He completed a Harvard Business School Executive Education program in Behavioral Economics in the fall of 2022.


Liz Gardner, Consultant

At Bolton, Liz advises Virginia public-sector employers on benefits strategies that connect plan design, clinical engagement, vendor partnerships, cost efficiency, and workforce wellbeing.

Liz has also worked closely with physician-led organizations serving diverse workforces. In that work, she translates clinical utilization data into leadership-ready strategy, identifies opportunities for measurable improvement, and supports on-site care models designed around practical outcomes.

Prior to joining Bolton, Liz worked in large-market employee benefits consulting, partnering with Fortune 500 companies on benefits strategy, plan design, vendor coordination, and solutions that supported both cost management and employee experience. Liz graduated Summa Cum Laude with a Bachelor of Science from Syracuse University and is currently pursuing her Master of Business Administration at Georgetown University.


David Young, Regional Vice President of Growth

David Young is Regional Vice President of Growth at Marathon Health, where he supports growth strategy and business development across the Southeast and West.

In this role, David works with employers and public-sector organizations exploring employer-sponsored healthcare solutions. His work includes guiding market opportunities, supporting proposal strategy, and helping teams connect Marathon Health’s advanced primary care model to client priorities.

David brings a practical, client-focused perspective to conversations about healthcare access, workforce health, and the financial value of primary care. He also leads and supports growth professionals serving markets across the region.


Nick Simoff, Vice President of Growth

Nick Simoff is Vice President of Growth for Marathon Health, where he leads growth and market expansion efforts across Virginia, partnering with employers, local governments, and community leaders to improve access to high-quality, cost-effective healthcare.

Prior to Marathon Health, Nick spent more than 15 years in healthcare leadership roles with HCA Healthcare and Concentra, overseeing employer health programs, outpatient services, imaging, telehealth, occupational medicine, and strategic healthcare growth initiatives. Throughout his career, he has worked closely with employers to address rising healthcare costs, improve workforce health outcomes, and develop innovative care delivery solutions.

Nick holds an MBA from the University of Maryland’s Robert H. Smith School of Business.
